A Brampton basement apartment is a separate dwelling unit for plumbing purposes. The City's two-unit guides call out suite shut-offs, fixture locations, and staged inspections. This is for plumbing contractors reading permit leads, not legal advice.
Brampton's two-unit permit guide requires proposed floor layouts to show the location of plumbing fixtures. A plumbing schematic (pipe size, water meter, sprinkler heads and control valves, including shut-off valves to isolate each dwelling unit) appears in the sample drawing list for reference.

The Start of Construction sheet for two-unit dwellings says two-unit water distribution systems must follow the building-code rule Brampton cites as 7.6.1.3 (5) so the hot and cold water supply to each unit can be shut off independently without affecting the water supply to the other units, the fire sprinklers, or the hot water heater. Water serving a shared laundry must be independent of the piping that serves the dwelling units.

The City's mandatory inspection list for two-unit dwellings includes underground plumbing, drain-waste-vent rough-in, water distribution, plumbing fixtures and appliances, then occupancy and final plumbing with the building and HVAC finals.

New kitchens and bathrooms, suite isolation valves, and rough-in before walls close are the work behind a second-unit permit. We filter those issued permits and email them to HVAC and plumbing firms.
