Contractors ask this because the City's review target starts after it accepts a complete application. Deficiencies mean more back-and-forth before a permit issues. Here is what Brampton publishes.
For home renovation projects on its Standard Permit Application Service, Brampton says the Building Division will provide a review of your application within 10 business days. That service list includes basement finish, heating or ventilation systems, plumbing fixtures, and related residential work. Electronic submission is accepted for a change-of-use permit to add a second unit within a home.

That is a review target after a complete application is in the system. It is not a promise that every second-unit file issues on day ten, and it does not include time spent fixing deficiencies.
Brampton's permit-application FAQ describes this sequence:

After approval, outstanding fees are paid, the permit is issued, and inspections are booked on the Building Portal. Second units, third units and garden suites must also be registered to be legal.

We email issued second-unit and basement-finish permits, after the City review is done. By the time a lead hits your inbox, the homeowner already cleared that step. Your quote is still separate work.
As of Oct 29, 2026 (America/Toronto): Brampton 73 filtered leads in the Oct 21–27 week (63 second-unit, 10 basement finish).
Counts: stats/sul/page-counts.json (as of 2026-10-29). One count = one issued second-unit or basement-finish permit kept after filtering. The 73 figure is one week, not all of October. Cities do not endorse this service.
